Effective Letters to Congress

Some time ago somebody posted factors on effective letters to members of
congress. I just looked in the archives but could not find them. I know it
should be short and punchy. But how much detail is optimal? Is there an
optimal way to ask for the vote? Should one state anything about the
monetary cost of PD both to the individual and as a taxpayer? What about
pain and suffering? Do the congress people (politicians) really care? Can
they be forced to care?
