The bill is S.1899. You can find the text at by searching on the bill number. The bill provides for a civil penalty as follows: (2) CIVIL PENALTY- Any person or entity that violates any provision of this section shall be subject to, in the case of a violation that involves the derivation of a pecuniary gain, a civil penalty of not less than $1,000,000 and not more than an amount equal to the amount of the gross gain multiplied by 2, if that amount is greater than $1,000,000. The fine only applies if there was a pecuniary gain derived. The minimum penalty is $1,000,000. The maximum penalty is double the amount of the gross gain, if that is greater than the minimum.
