Talk to your MD, if he can't help then get to a throat and lung specialist -
there are a number of medicines to loosen and help bring up phlegm.  I had
fluid in my lungs that bubbled all night and kept me awake - the specialist
gave me stuff that controls the fluid ( phlegn )  When it comes up it does
with a vengeance.
