It is NOT the nursing home that will not comply with our request for
restraints..

It is the state inspector who will not allow the restraint to be used.  We
have no support from the ombudsman........whose comment was "well, if your
mamma can't stand by herself then you have nothing to worry about with the
seat belt not being in use".

My sister is a physical therapist and was about ready to have a stroke
herself while she was confronting the ombudsman!.........this is in Rochester
MN!!
