1.  Yes,  I can feel it under the skin but it is not uncomfortable.  I need
to feel it to turn it on or off.

2. It is turned on or off by a very strong magnet. When the magnet is
placed over the generator and then removed is how it is turned off or on.
I think their method could be improved.
