Walter,

It is my guess that the researchers do not want to appear as self-serving
since they get the money that is appropriated.  I presume the committee
picks the people who  testify and they are not looking  for scientific
evidence but rather human interest viewpoints.  That may be shortsighted as
the scientists can give info as to how close they are to a cure but I think
those are the reasons that they would give.
